CYBER POLICE COMMUNITY SUPPORT OFFICER

Chris brings seven years’ experience as a police community support officer with South Wales Police, where he has been on the front line helping to reduce crime within the community. He has handled numerous cybercrime incidents developing his experience and knowledge in prevention and safeguarding, as well dealing first-hand in victim support.

As the Cyber Police Community Support Officer Chris is responsible for assisting Welsh organisations operating in the social care sector gain access to a crucial free cyber security training programme - Cyber Ninja Training Scheme.

Chris is really excited to be part of the team and being involved in such a worthy initiative. His previous community experience, especially in dealing directly with nursing homes puts him in an excellent position to make a positive impact in signing organisations up to the scheme.

Meet the Team

Paul Peters

DIRECTOR OF THE CYBER RESILIENCE CENTRE FOR WALES

Paul has been a police officer for over 25 years spending most of his career as a detective. Paul joined the Metropolitan Police Force in April 1995, and over the next fourteen years he served on various units and boroughs. In 2009 Paul transferred to South Wales Police and was posted to the Major Crime Investigation Team where he took on the role of Senior Investigating Officer for murders and other serious and complex investigations.

In 2014 Paul transferred to Tarian, the Regional Organised Crime Unit that covers the three Southern Wales police forces where he was responsible for leading investigations by the Economic Crime and the fledgling Regional Cyber Crime Unit. During that time, Paul worked closely with businesses across Southern Wales to raise awareness of the cyber threat and secured funding from Welsh Government to implement Protect initiatives across Wales.

Paul also spearheaded a partnership collaboration to create a Cybercrime Prevent package involving education, awareness and law enforcement support across Wales.

Paul Hall

HEAD OF CYBER AND INNOVATION

Paul has been a police officer for 22 years and during that time has worked in various roles within policing. He joined South Wales Police in 1999 and has performed operational roles in Swansea, Port Talbot, Cynon Valley and Maesteg. Paul has experience of working in Criminal Investigation Departments, Proactive Drug Investigation teams as well as various uniformed roles. Paul is a qualified police search officer and, in that capacity, has worked on major events including the Olympics, NATO Wales Summit and the G7 Summit in Cornwall.

In 2017, Paul transferred to the Specialist Crime Division where he had responsibility for the technical surveillance capabilities for the force as well as overseeing covert policing operations and the acquisition of communication data to assist with major crime investigations.

Paul has a wealth of multi-agency partnership working experience from being seconded on the Welsh Government All Wales Arson reduction team and working with various partner agencies to reduce the impact of crime and disorder in the operational areas he has worked in.

Paul understands that during his service he has seen significant changes to how crime has been committed. Cybercrime has now come to forefront and he’s keen to work in this area and with key partners to reduce the impact it can have on a victim. The head of cyber and innovation within the Cyber Resilience Centre for Wales is an exciting position for him, and he’s keen to transfer his previous policing experience into the new role.

Chris Rees

Morgan Bromhamm

CLIENT RELATIONS ADVISOR

Morgan is currently studying Business and Management with a specialisation in marketing at Cardiff Metropolitan University. This is a subject he has always been passionate about, with a desire to acquire the skills needed to become successful in this discipline.

With a keen eye for detail and strong work ethic, Morgan is determined to achieve his career goals and make a positive impact in the field of business. In his role as a client relations advisor with the WCRC, Morgan works hard and makes great efforts to contribute in helping the centre achieve its goals.

Morgan says he is beneffiting from being in the working environment which is developing his personal skills in gaining solid foundations in the principles of management, strategy, and business operations alongside his studies to set himself on a path towards a fulfilling and rewarding career.

Professor Simon J.Gibson CBE DSc. DL

CHAIRMAN OF THE ALACRITY FOUNDATION

Simon is Chairman of the Alacrity Graduate Entrepreneurship Foundation and Chief Executive of Wesley Clover Corporation, a global technology investment fund. Before joining Wesley Clover, he was co-founder, President and CEO of Ubiquity Software Corporation, a pioneer in the development of media protocols and service platforms for the internet. Prior to creating Ubiquity, he was a founding member and VP of Global Marketing for Newbridge Networks Corporation. Both companies were listed on the Stock Exchange and resulted in successfully Corporate acquisitions.

Simon is Chairman of a number of technology companies and the Celtic Manor Resort. He is a Regent of Harris Manchester College at the University of Oxford and a Professor at the Swansea University School of Management. He is an Honorary Fellow of Cardiff University and was awarded a Fellowship at the University of Wales. He is the recipient of an Honorary DUniv from the University of South Wales, a DLitt from Bangor University and holds a DSc from Swansea University. Simon is currently Chair of the Burns Delivery Unit, a government sponsored group overseeing the major transport infrastructure developments in South Wales. He is a Trustee Director of the British Deer Society.

Simon was made an Officer of the Order of the British Empire (OBE) for his services to industry and to the community in South Wales in the 1999 Queen's Birthday Honours list. In the 2018 New Year’s Honours list he appointed a Commander of the Order of the British Empire (CBE) for services to the economy of Wales. Simon is a Deputy Lord Lieutenant of Gwent. He resides in the beautiful County of Monmouthshire.

Craig Gillespie

PUBLIC SECTOR OPERATIONS SPECIALIST CHAINALYSIS

Craig is part of the Investigations and Special Programs team at Chainalysis where he works with law enforcement government agencies and various other organisations.

Prior to joining Chainalysis, Craig was a Police Officer with South Wales Police for 15 years, last serving as a Detective Inspector leading Tarian Regional Organisation Crime Unit's Cyber Crime Unit. Craig was instrumental in building law enforcement's cyber crime capability within Wales, working closely withe cyber security community Wales.

Craig has been involved in cyber crime investigations since 2015; responsible for a number of high profile cyber crime and dark web investigations that led to criminal convictions and significant cryptocurrency seizures in Wales. Craig has also worked closely with numerous SMEs across Wales, promoting cyber security advice and practices.

Outside work Craig is a self confessed geek and loves anything technology related, he is also a keen indoor (virtual) cyclist.

Jeff Cuthbert

POLICE & CRIME COMMISSIONER FOR GWENT

Jeff Cuthbert who is Police & Crime Commissioner for Gwent and the Welsh PCC's lead for cyber.

As PCC for Gwent, Jeff brings a wealth of experience and knowledge to this role, operating also as the deputy lead of both the APCC Portfolio Group on Police Technology and Digital and the APCC Portfolio Group on Business Enablers. Starting his political career back in 2003 serving as Deputy Minister for Skills followed by Minister for Communities and Tackling Poverty, Jeff’s leadership qualities will help bolster the WCRC’s positioning even further.

Pam Kelly

CHIEF CONSTABLE OF GWENT POLICE AND NPCC LEAD FOR CYBER IN WALES

Chief Constable Pam Kelly joined Gwent Police in 2017 as the Deputy Chief Constable from neighbouring Dyfed-Powys Police.

Much of her 25 years of service has been within the Criminal Investigation Department, dealing with covert policing, public protection and professional standards.

Pam started her career in policing serving as a volunteer in the Special Constabulary before becoming a Regular Officer in Dyfed-Powys Police in 1994.

Pam has a strong operational background, having performed the role of Senior Investigating Officer for approximately 10 years, predominately investigating murder, manslaughter, rape and serious organised crime cases across Wales and beyond.

Throughout her career, Pam has worked as a Superintendent in a Neighbourhood Commander role and a Chief Superintendent in a Territorial Policing Commander role across the four counties of Dyfed Powys, before becoming the Assistant Chief Constable in Dyfed Powys for just over two years.

Pam was appointed Deputy Chief Constable for Gwent Police in July 2017 and since July 1st 2019, she has been carrying out the role of Chief Constable.

Jason Davies

ASSISTANT CHIEF CONSTABLE OF SOUTH WALES POLICE

Jason Davies joined the Police in January 2001 serving the communities of Neath Port Talbot. In 2003 he moved into the Criminal Investigation Department within which he served as both Detective Sergeant and Detective Inspector, completing the Senior Investigating Officer Development Programme.

In 2009 he transferred to Swansea where he worked as Head of Intelligence and Organised Crime, specialising in covert policing as a Senior Investigating Officer. In 2014 he was appointed the Chief Inspector Operations within Swansea City Centre, describing one of his proudest achievements as leading the bid for the City’s inaugural “purple flag accreditation” for safety in the night-time economy, and being the operational lead on the implementation of the Swansea Help Point in conjunction with South Wales Police and Crime Commissioners team.

Jason went on to serve as Head of CID and Public Protection in Pontypridd and Merthyr, before being promoted to Superintendent and heading up the forces Justice Services portfolio. More latterly, he was the force’s Head of Public Protection before his promotion to Detective Chief Superintendent – Head of Crime, in November 2019. A position he describes as being the ultimate privilege as a detective.

During his service Jason has managed several serious and complex investigations and has held strategic responsibilities in several local and national policing functions including, crime prevention, Citizens in Policing, Domestic violence, serious acquisitive crime, and drug related harm. He is an accredited Strategic Firearms Commander, and Multi Agency Gold Commander (Wales).

Jason is passionate about policing the communities of South Wales, the area from which he originates and still resides with his family today. In his down time, he enjoys keeping fit, deep sea fishing, and watching sport.

Seb Phillips

DIRECTOR OF FINANCE AND RESOURCES FOR NORTH WALES POLICE

Having worked in both the private and public sector, Seb brings to the role a wealth of experience in financial operations and leadership across numerous businesses. Starting his career on the Royal Mail’s finance graduate scheme, Seb then took on the position of Finance Tutor with BPP Ltd.

Following this, he relocated to North Wales, where he worked within several high-profile organisations including the North Wales Police for the first time as Benefit Realisation Accountant, where he focussed on driving value from the various change projects and programmes taking place. After several years operating as a Finance Director in the private sector, he then re-joined the force in 2019 where he now works as Director of Finance & Resources.

Simon Tee

MANAGING PARTNER AT KILSBY WILLIAMS

Simon qualified as an associate chartered accountant (ACA) with Deloitte in Newport and joined Kilsby Williams on inception in 1991. He became a partner in 1998 and is now a managing partner of the firm. He has helped many businesses in achieving a financial advantage over their competitors, assisting them in their growth stages and acts for many clients by offering unique solutions on audit, accounting, tax and fundraising issues.

In his spare time, Simon is a director of Welsh Cycling, enjoys all the disciplines of triathlon and is a keen researcher of local history.

Leanne Connor

BUSINESS MANAGER AT THALES EBBW VALE

Leanne was first appointed as the business manager for NDEC (National Digital Exploitation Centre) in January 2019 and was the first local hire following a 26-year career in local government, predominantly in the field of economic development and regeneration.

Previous experience includes managing inward investment opportunities, supporting new and existing SMEs, managing a portfolio of business properties and a key part of team responsible for the redevelopment of the former steelworks site in Ebbw Vale, which is now the home of the growing Thales Ebbw Vale site.

Starting her career in human resources she gained a CIPD postgraduate qualification, followed by a course of study in Regional and Local Economic Development via Sheffield University.

The establishment and growth of Thales in Ebbw Vale has enabled Leanne to transfer her knowledge, skills and passion for regeneration and business development into an increasingly important and growth industry, whilst providing the opportunity for further personal development and growth.

Robert Howell

HEAD OF IT AT MONMOUTHSHIRE BUILDING SOCIETY

Rob joined the Monmouthshire Building Society in 2000 as an IT Support Technician, progressing his career to become IT Manager before taking up his current position as Head of IT in 2017, where he has led and embedded numerous digital change and improvement projects.

Graduating from Aberystwyth University in 1999 with a degree in Software Engineering, Rob has dedicated his career improving the use and implementation of information technology in a financial services environment.

Rob is a Certified Information Systems Security Professional (CISSP) and keeps himself up to date with the challenges and solutions associated with cyber security in a fast moving, digitally enabled world.

Paul Butterworth

CHAMBERS WALES SOUTH EAST, SOUTH WEST AND MID

Paul is chief executive for Chambers Wales, the Chamber of Commerce for Mid & South Wales.

Chambers Wales is a business representative organisation that helps Welsh businesses across every sector build relationships on every level. We connect and promote your business with other businesses, with decision makers and with opportunities locally, nationally and internationally.

Chambers Wales is the company for companies.

Paul thrives on promoting and connecting Welsh businesses to celebrate their successes and is a keen advocate for talking about addressing the skills gap and journey to net zero.

He has spent the last 20+ years in the events industry working with the WRU and Wembley Stadium, managing global events such as the Champions League Final, Heineken Cup Finals, FA Cup Finals and Six Nations events and has a wealth of experience in membership service delivery in Wales and across the UK.

Paul now spends weekends supporting his local rugby club, Llandaff RFC and coaches his sons football team, the mighty Ely Rangers.

Mike Learmond

FEDERATION OF SMALL BUSINESS WALES

Mike Learmond is senior development manager for the Federation of Small Businesses in Wales, with particular responsibility for North Wales.

FSB is the UK's largest campaigning pressure group promoting and protecting the interests of the self-employed and owners of small firms. FSB is non-profit making and non-party political and supports its members through a comprehensive range of member benefits that are designed to save members money and protect against tax and legal problems.

Mike is responsible for ensuring that the needs of small businesses in the region are maintained as a high priority on the political agenda and also to help signpost FSB members where to obtain help when they need it.

He is spokesperson and first point of contact for the FSB in North Wales and his role includes lobbying politicians on behalf of smaller businesses, dealing with the media, representing the FSB at various groups and events and supporting an army of volunteers who organise everything from networking evenings to political debates for FSB members throughout the region.

David Teague

ICO

David is responsible for the operation of the ICO Wales office in Cardiff. His team works with stakeholders across Wales in relation to all aspects of information rights legislation, providing advice and guidance on compliance to both the public and to organisations. The team also proactively works with public sector bodies to help them develop policies that incorporate and uphold information rights, and ensure that matters specific to Wales are reflected in the wider regulatory work of the ICO.

Michael Groves

WELSH GOVERNMENT

Michael is the programme director for digital economy within Welsh Government’s Economy, Science and Natural Resource Directorate. After a career start based in London working internationally with the aviation industry, he then spent time working with emerging technology providers and investment institutions. Michael returned to Wales in 2002 and joined the Welsh Development Agency prior to its functions transferring to Welsh Government in 2006.

Since that time, Michael has focused his attention on increasing digital maturity in Welsh businesses by creating and operationally delivering initiatives that focus on digital adoption and exploitation as a catalyst for broader economic benefit.

With a portfolio including the Welsh Government’s pan-Wales ‘Superfast Business Wales’ digital support programme, Michael sees being part of the advisory group for the Wales Cyber Resilience Centre as a vital opportunity for collaboration and shared intelligence between the two support mechanisms in Wales.

Ian Tumelty

CARDIFF AGAINST BUSINESS CRIME

After thirty years working in Cardiff with South Wales Police where he attained the rank of inspector, Ian worked with the Home Office’s 'Ending Gangs and Serious Youth Violence’ programme as independent advisor and as a member of its peer review team.

During his police career he had leading roles in national and local multi-agency projects to reduce knife crime and alcohol-related violence. Ian has five years’ experience as business crime reduction manager at FOR Cardiff Business Improvement District (BID) and is the current chair of the Wales Against Business Crime Group and a director of the National Association of Business Crime Partnerships.

Chris Coughlan

CAPITAL LAW

Chris Coughlan is a senior associate in the commercial team at Capital Law and heads up its cross departmental technology sector. Chris advises clients on a wide variety of technology matters, including IT outsourcing arrangements; AI platform developments; disruptive fintech and insuretech products; and innovative products in the energy management and wider green tech space.

Chris is a committee member of the South West Group of the Society for Computers and Law (SCL) and passionate about promoting technology in the law.

John Lloyd-Jones

METRO BANK

John is a farmer's son from Llanddewi Brefi, Ceredigion. He joined HSBC bank in 1986 and worked in a number of branches in West Wales before being selected for the bank's graduate programme in London in 1991.

Whilst in London John gained experience in a number of different bank departments, including private banking, treasury, business banking and premier banking.

In 2003 he returned to Cardiff and took up the position of regional public relations manager for HSBC Bank's divisional management centre for Wales, the South West and Northern Ireland.

In 2011 John left HSBC and moved to Grant Thornton as an associate director. His role involved looking after existing customers, public relations, relationship building and business development for the business in Wales.

In 2019 he moved to Metro Bank and is currently the local director.

Dewi Gaylard

ORANGEBOX

Dewi Gaylard is a seasoned IT professional with extensive experience and a passion for IT transformation and cybersecurity. With a career spanning over two decades, Dewi has been an integral part of the IT industry since 2000, and since 2014, he has excelled in various roles.

Boyns Information Systems

Boyns Information Systems has been trading since 1996 and incorporated in 2003. We are a managed service provider (MSP) which means we support customers with their traditional IT systems to include their physical networks including servers, desktops and laptops etc. (endpoints) as well as users.

Centre for Digital Public Services

The Centre for Digital Public Services (CDPS) was set up to support the design and delivery of better public services in Wales. We are an arm’s length body of Welsh Government and, together with the chief digital officers in health, Welsh Government and local government, we are responsible for delivering the digital strategy for Wales.

FOR Cardiff

FOR Cardiff is a business improvement district (BID) that represents 750+ businesses in Cardiff city centre who fund us to enhance the experience of the capital and deliver projects that benefit the business community.

Since 2016, we have invested over £7.5 million into improving Cardiff through projects like the ‘Cardiff Against Business Crime’ crime reduction partnership, free member training, city centre cleansing and award-winning events.

Tai Calon Community Housing

Tai Calon Community Housing was established on 26th July 2010. We are a not-for-profit, community mutual organisation and Blaenau Gwent’s largest social housing provider, with nearly 6,000 homes.

Rhyl BID

Rhyl Business Improvement District (BID) has joined the WCRC as a Community Ambassador and is now a member of the centre's cyber community which is made up of Welsh organisations that are committed to supporting businesses across Wales to develop their cyber resilience.

Rhyl BID represents the business community’s interests at a local, regional, and national level. The team provides day-to-day promotion and support to our members, via events, projects, and initiatives, as well as via our Town Rangers, who serve as tourism ambassadors, first aiders, and are the eyes and ears of our town.

The Cybersecurity and Information Networks Centre (CINC) at Cardiff School of Technologies (CST) which is part of Cardiff Metropolitan University is an active research and innovation center working on emerging frontiers of cyber security. The key research and innovation themes of the centre are aligned to provide better Quality of Security (QoSec), Quality of Privacy (QoPri) and Quality of Experience (QoE).

In order to provide secure and privacy-preserving user experiences for end users, the centre is currently working with the Welsh Government, large organizations (e.g., Companies House, Airbus) and other SMEs.

Exercise3

Exercise3 is the only business in the UK dedicated to creating and running realistic cyber exercises. We help businesses learn how to respond in times of crisis – before the crisis happens for real.

Corassure is a world renowned aviation consulting experts, providing subject matter expertise advice, guidance and independent assurance in the aircraft software certification, aircraft hardware certification and aircraft cyber security certification domains within both the military and civilian domain.
